China plans to build a global “security barrier” to regulate artificial intelligence

The Ministry of State Security of China proposed the creation of a “security barrier” on a global scale with the objective of regulating the development of artificial intelligence and counteracting the political, technological and social risks derived from its accelerated progress. The initiative seeks to address the proliferation of false content, the manipulation of public opinion, cyberattacks and the use of armed autonomous systems in a scenario of growing international rivalry.

During his speech, released through the Cyberspace Administration of China, Minister Chen Yixin argued that this technology became the main axis of global scientific competence. “Certain nations take advantage of their accumulated advantages in fundamental theory, model architecture and computing capacity to limit the ability of other countries to acquire cutting-edge equipment,” the official said, referring to restrictions imposed from Washington.

The government representative urged strengthening oversight over data, algorithms, computing infrastructures and applications for civil and military use. Chen also warned that in the field of defense, autonomous systems are moving from playing a secondary support role to assuming a leading role in conflict scenarios.

This proposal coincides with the rapid deployment of the technology sector in the Asian country, where artificial intelligence products reached more than 500 million users in June 2026. The official position is framed in President Xi Jinping's guidelines for establishing effective global governance, backed by the recent formation in Shanghai of an international cooperation block composed of about thirty nations.
