CONSPIRACY TO COMMIT A CRIME:

THOR HALVORSSEN, RAMIRO HELLMEYER, WALTER DEL NOGAL, HENRY LÓPEZ SISCO AND A GROUP FROM HIGH FINANCE BEHIND BARS

  • On October 14, 1993, the government declared in big headlines: “THE CASE HAS BEEN FULLY CLARIFIED”, and the following material and intellectual authors of financial terrorism were arrested and transferred to the Catia Retén:

  • Ramiro Hellmeyer
  • Ibrahim Sosa Velutini
  • Walter del Nogal
  • Álvaro Campins Camejo
  • Andrés Ramírez Hertzi
  • Danilo Díaz Granados
  • Oliver Alas Torres
  • Alberto Cabrices
  • Henry López Sisco
  • A network of complicity between the Norwegian-Venezuelan, Thor Halvorssen Hellum, former president of the Venezuelan National Anonymous Telephone Company (CANTV) and agent of the Central Intelligence Agency (CIA), in partnership with brokers from the Caracas Stock Exchange and a commissioner of the Directorate of Intelligence and Prevention (DISIP), imposed terror in Caracas, leaving one dead, one official mutilated for life and several injured.
  • The presence of Thor Halvorssen, in this macabre move of stock market terrorism, gave the fabric of complicity a smell of undeniable conspiracy.
  • Halvorssen's close relationship with Carlos Andrés Pérez is well known. His ties with the former president, to date imprisoned by the scandal of the $17 million secret party and the millionaire encrypted accounts with Cecilia Matos in Switzerland, are old and sympathetic.
  • Ramiro Hellmeyer, son-in-law of banking magnate Pedro Tinoco, singled out Thor Halvorssen as the financier who orchestrated the terrorist plan. Initially, with the objective of intimidating the judges of the CSJ and causing a stock market stampede.
  • Halvorssen H., in association with the sons and sons-in-law of bankers, hired Hellmeyer and he in turn, as a former DISIP official, contacted his friend the serial killer López Sisco.
  • As a result of this criminal association, nine bombs exploded in Caracas over a period of five months, with the degenerate purpose of causing judicial terror and an alleged stock market collapse in the values of public debt bonds and stocks with high economic performance.
  • Based on investigations carried out by the Judicial Technical Police (PTJ), the Criminal Judge of First Instance, Noel Vera Sandoval, issued an arrest warrant to those mentioned above for the manufacture, placement and detonation of explosive devices in:
  • The Ciudad Tamanaco Shopping Center (CCCT).
  • At the headquarters of the Vehicle Division of the Judicial Technical Police (PTJ), in El Rosal.
  • At the headquarters of the Supreme Court of Justice (CSJ).
  • At the headquarters of the Federation of Industrialists and Chambers of Commerce of Venezuela (FEDECÁMARAS).
  • In the residences of Judges Alirio Abreu Burelli and Gonzalo Rodríguez Corro.
  • At a Gasoline Service Station in Altamira.
  • At the headquarters of the National Executive Committee (CEN) for Democratic Action (AD).
  • At the School of Nursing of the Central University of Venezuela (UCV), located in the Santa Eduvigis residential area.
  • In the Full Chola parking lot in Parque Central and in a restaurant in the capital.
  • After two months of investigations and evidence collection, Commissioner Orlando Jordán Petit, Director General of the PTJ, declared the case “solved by police”.
  • The then President of the Republic, Ramón J. Velázquez, when the case was closed by the police, declared: “They will be imprisoned, whoever falls.” Indicating, in advance, the nature of the surnames involved, all belonging to the blue-blooded families of Caracas.
  • Ramiro Hellmeyer sang everything he knew, including the wide repertoire of those involved and confessing, incidentally, to the murder of Mario Patti, who, in the company of Walter del Nogal, was thrown into the sea from his private plane.
  • The justice system of the time, unusually, left this crime unpunished, under the legal criterion that since there is no “corpus delictis”, the body of the victim, there is no crime. Mario Patti went missing at sea.
