Peru and Mexico to resume diplomatic relations

Peru and Mexico announced the resumption of their diplomatic relations, interrupted since November 2025 due to the asylum granted to Betssy Chávez, in addition to formalizing the re-establishment through a joint statement that highlighted the historic ties of brotherhood, friendship and cooperation between the two countries.

The Peruvian Foreign Ministry reported that the Government granted guarantees and safe conduct to Chávez in compliance with the 1954 Caracas Convention on Diplomatic Asylum, while Mexico maintained its position of protecting her on the grounds of political persecution.

Chávez was facing legal proceedings for his alleged participation in the December 2022 coup attempt led by Pedro Castillo, in addition to entering the Mexican embassy in Lima where he received asylum while the investigations were progressing.

Peru clarified that safe conduct does not prevent the request for possible extradition if the judicial authorities so require and in accordance with existing treaties, in addition to reiterating that there is no political persecution against Chávez and that the rule of law, the separation of powers and the guarantees of due process are maintained.
