1997: Commander Chávez presented the Bolivarian Alternative Agenda: A Humanistic Approach

On July 22, 1997, Commander Hugo Chávez announced to the country the Bolivarian Alternative Agenda (AAB), which he defined as “a weapon for the total counteroffensive” developed from “a humanistic, comprehensive, holistic and ecological approach”.

This proposal denounced the poverty and denationalization affecting the country, due to surrendering governments of the Fourth Republic.

“Without a doubt, we are facing a historic crisis, at the center of whose irreversible dynamics two interdependent processes occur simultaneously: one is the death of the old model imposed on Venezuela almost 200 years ago, when the Gran Colombia project went to the grave with Simón Bolívar, to give way to the Fourth Republic, with a profound anti-popular and oligarchic nature. And the other is the birth of the new, which still has no name or definite form and which has been conceived with the embryonic sign that of Simón Rodríguez: “America must not imitate models, without being original. Either we invent or we make mistakes”, words of Commander Chávez expressed by the AAB.

Signed by Chávez, the AAB set out to raise the standard and quality of life of the Venezuelan population in the short term and to vindicate national sovereignty, through a humanistic socio-economic model.

“It will be understood that our agenda is alternative because it presents not only an option opposite to that of the current transnationalized government, but it goes much further, since it intends to constitute the bridge through which we will travel to the territory of concrete utopia, the possible dream,” said Chávez.

This Bolivarian Alternative Agenda evidences the great project Commander Chávez had engraved in his mind and heart to guarantee a better quality of life for the people that he achieved with the arrival of the Revolution, where he created social programs that continue to be references of justice and protection for all Venezuelans.
