On September 26, 2000, Commander Hugo Chávez Frías welcomed delegations from the Arab Islamic world that participated in the Second Summit of Heads of State and of the Organization of Petroleum Exporting Countries (OPEC) held in Caracas.
The second OPEC summit was a momentous event for the interests of the Venezuelan people and Arab peoples. The leader of the Revolution stressed that the fundamental objective of this meeting will be the deliberation and discussion of strategies that allow producer countries to “achieve balance and fair prices, in defense of our interests”, in addition to consolidating the OPEC union.
Commander Chávez stated that these are not “high or low prices, because that is very relative” and assured that this is how the world is perceiving it. The president added that before the creation of OPEC, there was an “absolutely unfair” phase of oil exploitation, marked by a model of colonial exploitation.
