On August 5, 1999, Commander Hugo Chávez delivered a speech at the first session of the National Constituent Assembly (ANC), sealing the end of the figure of the Congress of the Fourth Republic.
“This installation of the Constituent Assembly is a revolutionary act. It is the revolution that occupies all spaces, something like what a great writer says: “The Revolt of the Masses”, by Ortega; it is the crowd that invades everything, it is an untamed gallop that reaches everywhere and no one can stop it. That is the Venezuelan revolution of this time, led, driven, felt and loved by a people. Because we cannot understand these two concepts separately; they do not exist, just as there would be no water with hydrogen, separated from oxygen. People and revolution are like hydrogen and oxygen to produce water, H2O. Let's put P2R: People 2 and Revolution,” said the Commander from the chamber of the Legislative Palace.
Chávez presented the draft of a new Constitution where he proposed to modify the name of the Republic and establish five independent public powers.
“In that new Constitution, allow me sovereign constituents, this reflection. This is not just a task for jurists.! Careful! or the Air Republics again. It's about capturing the expression of the national moment and having the capacity to reflect, in that new Magna Carta, a new country project, a new national project, a new idea, is to refound Venezuela,” he said.
Commander Chávez shows the Bolivarian project as an emancipatory instrument for the new phase of the country, taking into account the people as the fundamental axis of the construction of the Bolivarian Republic of Venezuela.
26 years after this masterful speech, Commander Chávez turned his words into actions that, together with the people, the Bolivarian Revolution and its Constitution are an exemplary standard in the construction of a sovereign and independent Homeland.
