On August 11, 1999, the Eternal Leader of the Bolivarian Revolution, Commander Hugo Chávez, was ratified as president of the Bolivarian Republic of Venezuela by the National Constituent Assembly (ANC), and was once again sworn in as Head of State, an act in which he gave a historic speech to ratify the profound changes for which he would cause the Fatherland.


Commander Chávez, with his visionary thinking, emphasized that “the Constituent Assembly is called to be, as El Libertador Simón Bolívar would say, the center of lights, of morals, a dynamic center of free and open discussion, because it is a process of construction and creation of what it is about.”


26 years after that memorable speech, the words of Commander Chávez are recalled, in the midst of a context of attacks on the sovereignty of Venezuela, which has been counteracted by the will of the People in defense of the achievements achieved in the Revolution.
