On July 23, 2009, the Leader of the Bolivarian Revolution, Hugo Chávez, called for a break with the old paradigms and for the consolidation of the militias, which are a “popular military fortress”.
“Don't let yourself get garbage into your head, no, the psychological warfare that... No, nothing, military strength, popular military strength (...) that's the militia, the militia is the People (...) We have to break the scheme, the old scheme, that old paradigm, to have a militia that is two million, three million, four million. Popular Intelligence Units ,” he said from Fuerte Tiuna in Caracas.
In that sense, he emphasized that there is no one more intelligent than the people to defend their territory. “With the capacity to build intelligence networks against the infiltrations that you yourself pointed out at the border, paramilitaries who come and disguise themselves as a peasant, or as a taxi driver and become a threat, greatly affect the issue of citizen security. Well, no one better than the people in networks, intelligence, tactics, strategic, political, social,” he said.
