Commander Chávez: We must strengthen and guide the effort to consolidate the communal government

On February 28, 2011, the Leader of the Bolivarian Revolution, Hugo Chávez, called for strengthening and continuing to direct all efforts to consolidate the Communal Government, to continue giving power to the People.
“The Communal Government, let's call it that more properly, the Communal Government. Communal self-government. Towards that end, we must continue to direct our efforts (...) that commune or communal council, and its entities that form it, that if the health council, or the health committee, the urban land committee, the housing committee, the sports committee, those are new institutions, a product of the Revolution. And that's a very positive thing and we need to strengthen these new institutions,” she said from the Teresa Carreño Theater in Caracas.
He reaffirmed, then, that “the Commune must be the entity, and the communal council also, on a smaller scale, of a new power, what Simón Rodríguez called: the toparchy (...) And then he says: 'When there is a confederation of toparchies there will be government of the people, democracy'. It's the same idea, that man was a pioneer, a wonderful advance of Popular Power, of direct democracy, but not the utopian one.”
In this regard, he warned that if the right wing in Venezuela governed, they would take power away from the people. “They would like to eliminate the communes. One of its spokespersons recently said: 'No, that Popular Power is against the Constitution'. Wow, how ignorant! (...) What is going against their interests, of the bourgeoisie. And they would like to eliminate it, then, Popular Power, and the organizations of People's Power, which have been born in the heat of political strategy and the advances of the Revolution,” he said.
