On April 23, 1993, Luis Beltrán Prieto Figueroa, a Venezuelan teacher and political leader who dedicated his life to the fight for the construction of a “teaching state”, which would guarantee access to free and quality education for all Venezuelans, under the Robinsonian teaching methods of “learning by doing”, died in the city of Caracas.

Born in La Asunción, Nueva Esparta state, on March 14, 1902, this “Master of Teachers” was an active part of Venezuelan political life, where he founded parties such as Democratic Action (AD), from which he separated after the ideological break suffered by this political curtain, which led to the eradication of the ideal of social justice, for which he founded the People's Electoral Movement (MEP), a political organization that today maintains firm support for the Bolivarian Revolution.

“Every responsible State with real authority assumes as its function the general orientation of education. This orientation expresses its political doctrine and, as a result, shapes the conscience of citizens”.

With these words, Prieto Figueroa highlighted the importance of the State as the director of a nation's educational policy, a doctrine that he consistently managed to be taken into account, with the enactment of the Education Laws of 1948 and 1980, of which he co-authored.

As part of this work, he published several books, including “Teachers of America”, “The State and Education in Latin America” and “The Teaching State”, works that are mandatory for those who wish to teach and for the promoters of a nation's educational policy.

Today, 32 years after the death of this intellectual, the Venezuelan people honor the memory and legacy of this promoter of social and educational justice, who today continues to illuminate the struggles of the people to consolidate that teaching State, as Luis Beltrán Prieto Figueroa pointed out.
