On March 14, 2010, Commander Hugo Chávez, during the broadcast of the program Aló Presidente 327, from the pier of Puerto Sucre, in Cumaná, Sucre state, decreed that on this date the National Day of the Artisanal Fisherman would be celebrated.

It should be noted that on March 14, 2009, the elimination of trawling came into effect in the Bolivarian Republic of Venezuela, a decision taken by the Government of Commander Chávez to determine that it was a practice that threatened biodiversity and the conservation of the marine soil.

The said article states: “It is prohibited to carry out industrial trawling activities within the territorial sea and within the exclusive economic zone of the Bolivarian Republic of Venezuela. Artisanal trawling will be progressively replaced by other fishing gears in order to ensure the sustainable development of hydrobiological resources and the environment.”

Commander Chávez indicated that the fisherman's profession was the “most dangerous in the world”, so he also included seafarers in the pension system.
