The Government of the United States, as part of the resumption of diplomatic relations with the Bolivarian Republic of Venezuela, made official its full recognition of the Government of the president in charge Delcy Rodríguez.

This step formalizes the re-establishment of diplomatic and consular ties between the two nations. The measure seeks to facilitate bilateral cooperation in strategic areas.

In the letter submitted in accordance with 28 U.S.C. § 517, the U.S. government informed the Court that on March 5, 2026, a statement was issued announcing the normalization of relations with Venezuela under the presidency in charge of Delcy Rodríguez Gómez.

Also included were statements by the President of the United States, Donald Trump, who on March 7, during the Shield of the Americas Summit, confirmed the position of his administration by stating: “this week we have formally recognized the Venezuelan government. In fact, we have legally recognized them.”

“The United States, in accordance with 28 U.S.C. § 517.², respectfully files this Declaration of Interest in response to the Court's order. Regarding the first point, the government informs the Court that “on March 5, 2026, the United States issued a statement announcing the normalization of relations with Venezuela under the interim presidency of Delcy Rodríguez. Letter from Ambassador Michael G. Kozak, Senior Officer of the Office of Western Hemisphere Affairs of the U.S. Department of State Department of Justice, addressed to Jay Clayton, United States Attorney for the Southern District of New York, attached hereto as Annex A, p. 2. In addition, on March 7, President Trump —referring to the March 5 statement issued by the State Department— stated: “this week we have formally recognized the Venezuelan government. In fact, we have legally recognized them”
