Government of Colombia and ELN concluded the V Cycle of Dialogues with six agreements

This Sunday, December 17, the V Cycle of Peace Dialogues between the Government of Colombia and the National Liberation Army (ELN) concluded in Mexico, with six agreements that reinforce the will of the two parties to advance the negotiations, which began last year.

On its account on the social network X, the Delegation of Dialogues of the National Liberation Army of Colombia - ELN, published the joint statement containing the six agreements.

The first reaffirms the agreement reached in Mexico last March; the second, the suspension of withholding for economic purposes as part of the extension of the ceasefire that ends in January and is now going to be extended.

The third, the creation of conditions for the extension of the ceasefire, a verification mechanism and measures against the actions of paramilitary forces and armed groups; the fourth, the creation of economic and financial conditions to materialize the Mexican agreement.

The fifth agreement involves the resumption of the process of social participation, which will be designed in April of next year, and the sixth, the creation of eight critical areas for humanitarian action.

It was announced that the sixth cycle of talks will take place in Cuba on January 22.

In a review published on the Telesur website, she indicates that the head of the Government delegation, Vera Grabe, also announced that other agreements are the creation of an observatory to work on the issue of paramilitarism, the consolidation of eight peace zones, humanitarian actions for ELN political prisoners and the provision of information for people in captivity.

For his part, the head of delegation of the ELN, Pablo Beltrán, stated that the guerrillas and the Colombian Government are pursuing the same goal: peace. “We are partners, we are responsible for building that mandate,” he stressed.

For this reason, he affirmed that the holding of the Peace Dialogues are a contribution to changing the culture of confrontation and to seeking reconciliation in the South American country.

However, he specified that it is difficult to make progress in building peace when there are media wars and progress is forgotten, focusing only on conflicts and tensions.

“The delegations express our recognition and gratitude to the people and the Government of the United Mexican States, for their support for this process and for having hosted the V Cycle of Dialogues for Peace,” both delegations said after the closing ceremony of the event.

They also thanked Cuba for its support to this process and announced that the country will host the VI Cycle as of January 22, 2024 and that it will provide the Intercycles Contact Point of the Dialogue Table.

The text of the agreements was read at a ceremony attended by senior officials of the Colombian Government, leaders of the ELN mission, guests from the group of guarantor countries, representatives of the United Nations (UN), the Colombian Catholic Church, and others.

The guarantor countries are represented by Brazil, Cuba, Chile, Mexico, Norway and Venezuela, the permanent companions are the Colombian Episcopal Conference and the Secretary General of the UN, in addition to the Group of Countries for Accompaniment, Support and Cooperation (GPAAC), made up of Germany, Spain, Sweden and Switzerland.
