Cabello: Commander Chávez handed over popular sovereignty and leadership to the People

The general secretary of the United
Socialist Party of Venezuela (PSUV), Diosdado Cabello Rondón, emphasized that it was
Commander Hugo Chávez who gave popular sovereignty and leadership to the
People to make decisions as contemplated in article number 5 of the Constitution.
“This is a mandate of the Constitution, that
sovereignty resides in our People, in which People? , in the town of the
elites? The ones who were here for 40 and more years tearing this country apart?
Commander Hugo Chávez interpreted it wisely and the constituents of the
year 99 were working hard to give the
People popular sovereignty, the leading role in direct participation and not through figures,” he said.
In this regard, during the March
commemorating the 20th anniversary of the Organic Law of the Municipal Councils, in
Caracas, he stressed that the Commander, in order to give life to what is contemplated in the Constitution,
made a proposal to leave behind the old classist and exclusive structures of the Fourth Republic.
“And we went to a much
stronger popular organization, with a greater voice from the peoples and there the President said we are going to
build Community Councils and immediately we had to give it legal form (...) and that is
why we are on the streets today to recognize the 20 years since the formation of the Organic Law
of Community Councils,” he stressed.
