Commander Chávez proposes the Communal State as a way to dismantle bourgeois structures

In an act full of ideological definitions, the Leader of the Bolivarian Revolution, Hugo Chávez Frías, announced on that occasion that 2007 will mark the beginning of the “revolutionary explosion of communal power”.

The president stressed that Community Councils must transcend the local level to form a national confederation that serves as the basis for a new political model. “We have to move towards the formation of a communal state,” said the Commander, stressing the need to progressively replace the old bourgeois state, which he described as counterrevolutionary, with a socialist and Bolivarian state with a real capacity to lead the Revolution.

In addition, the Commander valued Venezuela's historic challenge: to transform an institutionality designed to stop revolutions into a tool for social change. Chávez explained that the formula for this transition lies in the direct empowerment of the People through laws and grassroots organization.

“The old bourgeois state is still alive, alive and well, we have to dismantle it while we are lifting up the communal state,” he said, stressing that this new structure is the only guarantee for consolidating national independence and social justice within the framework of 21st century Socialism.

During his speech, Commander Chávez relied on Simón Bolívar's thinking to legitimize permanent consultation with the People, citing a resolution of the Liberator of 1826.

Reading Bolívar's words, Chávez emphasized that “nothing is as consistent with popular doctrines as consulting the nation en masse on capital points.” The president agreed with the Bolivarian vision that, although individuals can err, “the people are eminently aware of their good and the measure of their independence”, which makes them incorruptible in the face of the pretensions of the elites or the supposed wise men of traditional politics.

Finally, the revolutionary leader urged his cabinet and the Community Councils to vigorously assume this historic mandate, assuring that the popular will is the light that guides the great resolutions of the Republic. “I have irrefragable evidence of the people's judgment and that's why I've always preferred their opinions to those of the wise,” he recalled, quoting Bolívar.
