  • As Head of State, Commander Chávez ratified the indefinite cutoff of military exchange with the United States, during the broadcast of Sunday space Aló Presidente No. 220, from Carora, edo. Lara.
  • During this television address, Commander Chávez announced the rupture of the 50-year military alliance that the adecos and Copeyan governments enthroned within our military institution, which operated in Fuerte Tiuna, as a “nucleus of CIA agents”.
  • Commander Chávez clarified that the Venezuelan intelligence services detected some U.S. officers who were in the country, thanks to the cooperation agreement, carrying out propaganda activities against the government, without dealing with the agreed military instruction.
  • The rupture of such binational cooperation, Chávez added, is indefinite and included the suspension of any joint exercise between our Bolivarian Armed Forces and those of that country.
  • The measure, adopted by Commander Chávez, was caused by the interference of U.S. officials in the internal affairs of Venezuela.
  • That mission had an office inside Fuerte Tiuna, to which some Venezuelan officials were invited to speak against the president and against military superiority.
  • In addition, Chávez ordered all the gringo military attachés operating outside of that office to carry out tactical and strategic training activities for the various components of the FANB to leave Fuerte Tiuna, in turn suspending scholarships and military exchange programs with the United States.
  • The military alliance between CIA agents and the Adeco-Copeyan governments was long-standing. Starting in 1958, from the headquarters of the US embassy, military attachés, Pentagon officers and spies of “the agency” operated openly in psychological warfare campaigns aimed at “brainwashing” or brainwashing, as instructors in torture techniques and the disappearance of political persecuted in anti-guerrilla camps, as well as police trained in the United States and then installed in senior positions of the General Police Directorate (DIGEPOL), then the Intelligence and Prevention Directorate (DISIP) and other State repressive bodies.
  • This binational conspiracy, between Ad-Copei and the United States, which for decades gave carte blanche to the CIA to do and undo in sensitive military matters, was eliminated by the sovereign decision of Commander Chávez, in that memorable Aló Presidente of Sunday, April 23, 2005
  • The United States Military Mission arrived in Venezuela at the hands of Rómulo Betancourt, during the disastrous government of the Adeco Triennial (1945-1948), established after the coup against General Isaías Medina Angarita.
  • Later, Betancourt, as President of the Republic (1958-1964), created a secret budget of 30 million U$D per year (equivalent to 300 million U$D as of today), to defray the expenses, training courses and training given by officers of the US Military Mission to Venezuelan officers in Fuerte Tiuna.
  • Raúl Leoni perpetuated and increased the presence of the Gringo military mission, increasing this expenditure, charged to the national public treasury, for five more years.
