- On May 16, 1967, Francisco Caracciolo Palma Prado “Ezequiel” was kidnapped by agents of the General Directorate of Police (DIGEPOL), on the main avenue of El Cementerio, while on his way to the house of his wife Antonieta to meet their newborn son Marcos.
- From there, he was transferred to the cells of the Armed Forces Intelligence Service (SIFA), located in the White Palace and later to the anti-guerrilla camp of the Theater of Operations No. 5, located in Yumare, edo. Yaracuy. The same place where, days before, Alejandro Tejero Cuenca and Eduardo Navarro Laurens were taken and disappeared.
- Francisco Caracciolo Palma Prado was betrayed by his immediate boss Ramón Esteban Vargas “Ariel”, the same traitor who handed over Tejero Cuenca and Navarro Laurens.
- Thus, the government of Raúl Leoni added, to its long list of missing persons, a very valuable and brilliant cadre of the Youth of the Communist Party of Venezuela (JPCV), who stood out for their clarity of thought and ability to attract, organize and train young people in various high schools in Caracas.
- Ezequiel , a public accountant by profession and a proactive member of the PCV, was arrested for the first time during the government of Rómulo Betancourt and held at the Retén de La Planta, located in El Paraíso. He regained his freedom in 1963.
- He was the brother of one of the “eaglets”, Rubén Palma Prado, who on November 27, 1961 executed, together with several comrades, the hijacking of the plane that flew over Caracas, throwing leaflets to denounce the repression and abominable crimes committed by the government of Rómulo Betancourt.
- This operation was called Livia Gouverneur, in homage to The Red Virgin murdered on November 1 of that year, by baptistery agents, brought in by Romulo Betancourt.
