LA SAYONA AND THE ANONYMOUS DEATH OF TWO CHILDREN FROM INAM

Wrongful Homicide : “Anyone who causes the death of another person through recklessness, negligence, professional incompetence or non-compliance with regulations and laws shall be punished with imprisonment or imprisonment of six months to five years (Article 409 of the Venezuelan Penal Code)”.
- During the administration of Rafael Caldera II (1994-1999), the National Institute for Children (INAM) transferred to the Non-Governmental Organization (NGO) Fundación Atenea the power to manage and ensure the care of minors held in the facilities of the Gustavo H Machado Correctional Facility. In addition, the government granted this newly created NGO in a suitcase a considerable grant of Bs. 38,357,756, or earmarked for the high salaries of its administrators. Namely: Corina de Machado and María Corina Machado.
- Everything indicates that the large amount (equivalent today to $800.00 per year) served to cover the life train of the Machados, but not to comply with the provisions of the old Child Protection Act and the regulations of the INAM, regarding the obligation to ensure the well-being, physical and mental integrity, in addition to the training of minors, for the purpose of the social reintegration of children.
- During this administration of the Athena Foundation and with the industrial engineer María Corina Machado present that day, two children, whose names she does not want to remember, drowned in the swimming pool of that hostel, then under her care and that of their mother, the psychologist Corina de Machado. Both founders of that millionaire NGO. The latter had previously founded another suitcase NGO called Vértice, for “charitable” purposes. In the long run, these NGOs have only served as legal parapets to promote your daughter's personal ambitions.
- All indications of criminal, civil and administrative responsibility for the death of minors point to the Machados. The clues of the two deceased minors, the traces of the event, the (rigged) court file that substantiated the anonymous death of two orphaned children, are named after them. All the more so when these deaths occurred under the cover of the infamous policies of overcrowding minors in detention centers as if they were human junkyards. Forced child labor was part of the daily agenda.
- With the aggravating circumstance that both the Criminal Code and the jurisprudence that governs the matter, emanating from the Criminal Cassation Chamber, strictly state that if there is more than one victim, for homicide or wrongful injury, the sentences to be served are doubled and procedural privileges do not apply to the accused.
- Everything has apparently been erased and forgotten. A lapse of total amnesia and mental fog envelops their troubled memories; and more than once it has made them stutter when it comes to the thorny subject. The issue is itchy and spreading, since, in accordance with the provisions of the Constitution of the Bolivarian Republic of Venezuela, crimes that violate the Human Rights of Children and Adolescents do not have a statute of limitations.
- For their part, the Caldera II government, the INAM authorities and the ministers of the firm in charge of approving the juicy grants within the framework of the “Venezuela Agenda” cloaked the scandal with a cloak of supposed legality and impunity. Everything was kept anonymous.
- However, the parameters that govern the science of criminal investigation, applied rigorously to these two premature deaths, prevail and ask: What are the names, the faces, the death data, the autopsies and the determination of the scientific police investigations? Who was the person responsible for looking after the children? Who should have taken precautions to avoid immersion accidents? Who was responsible for ensuring the physical integrity, well-being and health of children who were anonymously drowned and, before the eyes of the public light, disappeared? The answer is only one: The Athena Foundation and its directors, the Machados.
- It is known that the day the minors drowned in the swimming pool of the above-mentioned correctional facility, engineer María Corina Machado was present and had organized a visit to the television channel TELEVEN, which was immediately suspended. Later, he left his headquarters forever, where he had also established his residence, decided to get rid of everything that happened, refused to give statements to the press and washed his hands.
- This fatal accident occurred due to the negligence of the Athena Foundation, in the person of María Corina Machado, who was present at the time of the deaths, for not taking safety measures to prevent them, for the imprudence to leave them alone and the imprudence of not taking all the precautions that such risks entail.
- Little, or almost nothing, has been investigated into the death of these two children, who anonymously disappeared from the list of minors under the responsibility of the Athena Foundation, in exchange for which the government awarded and renewed the annual grant for the duration of the so-called “Agenda Venezuela” (1993-1998).
- When the Atenea Foundation took over the administration of the Gustavo Henrique Machado Correctional Center, serious complaints about the state of abandonment of the children housed there, child abuse, forced labor, and even extremely serious accusations were being made regarding violations that occurred there. - This is how, in the lucrative business of abandoned children, the industrial engineer and heir to the immense fortune of Henrique Machado Zuloaga, owner of SIVENSA (Ferrous Scrap Recycling, S.A.) , began to climb the pyramid of the excessive ambition for power and the million-dollar grants that its legal parapets (NGOs) obtain, from large national and transnational companies.
