Luis Farías: The Red Cross Law is not for an institution, it is for the protection of Venezuelans

In the framework of the Public Consultation of the Red Cross bill, the president of the Venezuelan Red Cross, Luis Manuel Farías, emphasized that the legal instrument seeks to guarantee unimpeded, unconditional and fearless humanitarian action.
“This is a law, it's not for an institution, it's for the protection of Venezuelans,” he said.
He also stressed that the regulations represent a historic milestone for solidarity in the country. “This project seeks to establish clear rules so that assistance arrives on time, with dignity, without obstacles, without conditions and without fear,” he added.
Before the members of the National Assembly, Farías was emphatic in declaring that “necessity has no ideology” and explained that the law provides the necessary legal clarity for the institution to fulfill its role as an auxiliary to the public authorities.
He stressed that the balance between the State and independent action is what generates trust at three fundamental levels: In citizenship, who receives help based only on their need and not on their location or political affinity; in the State, which has a technical, organized and professional assistant; and in the international community, in aligning Venezuela with global humanitarian standards.
“One of the nerve points of the proposal is the protection of the more than 4,000 volunteers who make up the institution across the country,” he said.
In this regard, Farías insisted that it is a matter of legally shielding those who are on the front line of emergency that allows communities to receive greater support: “When volunteering acts without fear, the community receives more help.”
He said that the law will strengthen the formal integration of the Red Cross into Risk Management and Civil Protection Systems, in order to reduce improvisation in critical situations. “In an emergency, coordination saves lives,” he said.
