The Minister of Popular Power for Communes, Social Movements and Urban Agriculture, Ángel Prado, reported that it was decided to start in Maracaibo in the state of Zulia, the new campaign for the second National Popular Consultation 2026, scheduled for October 18.

He said that “as President Delcy Rodríguez has pointed out, one of the great priorities and the most precious thing we must take care of at this stage is precisely the popular organization.”

This was stated by Prado in his account on the social network Instagram, in which he pointed out that in the San José sector of the Commune The Blessing of God, in the parish of San Isidro, where the communities met for a day full of joy, where the protagonists and active participation of youth and Popular Power were highlighted during the realization of the traditional communal sancocho.

He specified that the meeting was attended by the governor of the state of Zulia, Luis Caldera; a representative of the mayor of Maracaibo, Giancarlo Dimartino; legislators, councilors, deputies and youth; reaffirming the joint commitment to continue consolidating self-government from the ground up.

“This is the basis that supports our revolution and that guarantees the continuity of this historic Bolivarian project. We started with Zulia because that's where there are the most communes, and I can say, that's where the most organized communes in Venezuela are located,” Prado said.

The minister also recognized the mobilizing capacity of Popular Power in the Zulian entity, and affirmed that the communes promoted the recovery of the government and of several mayors in the region.

Prado projected 650,000 votes in the state for the next consultation, and highlighted the region's political potential between adult experience and youth leadership.

For his part, the director of the Mayor's Office representing Mayor Giancarlo Di Martino, Gianluigi Di Martino said that “in this meeting with the minister, with the communes, we are sharing with everyone so that we can continue to be united, working for Maracaibo, for the state of Zulia with our governor.”

“We are preparing as always, according to the guidelines of President Delcy Rodríguez, in unity, in unity, with work, with strength to continue moving forward,” he stressed.

He stressed that “it is important to participate in the National Popular Consultation days to decide on the project you want for your community, it is the most genuine way to contribute to the well-being of your sector.”

On the other hand, Minister Prado also reported that the National Plan for the Renewal of the Spokesperson of the Community Councils is progressing throughout the country with the holding of electoral fairs this weekend. This national deployment will take place until December.

With more than 49,000 communal councils and 5,400 communes constituted throughout the country, the renewal of spokespersons is a strategic task to strengthen self-government.

This updating process has been structured in four key moments that cover the state, municipal and communal levels, culminating in the territorial electoral phase, according to a note from MinComunas.

To optimize participation and streamline the electoral process, these communal fairs are held on a weekly basis.
