The sectoral vice-president of Politics, Public Security and Peace, Diosdado Cabello Rondón, announced that the deployment of the review of preventive centers for deprivation of liberty will begin in the central and western region of the country.

“It will begin in two regions, the central region, which includes the states of Aragua, Caracas, Carabobo, Miranda and La Guaira, where a large number of detainees are concentrated; and the western region that includes the states of Falcón, Lara and Zulia; two regions and eight states,” said Cabello.

He specified that for this purpose, the work teams will be assembled, which will be made up of deputies of the National Assembly, magistrates, and other officials; at the same time, he reaffirmed that for this task we must have patience.

He also stressed that by state there will be a person responsible for “each of the sectors, the Public Prosecutor's Office, the courts, the Assembly, the Ombudsman's Office , the prison service (...) but it is essential that the State's Superior Attorney, the presiding judge of the Criminal Circuit, the coordinator of public defense, the Ombudsman's Office, the representative of the Minister be in charge of the task of the Penitentiary System and the chiefs of police and the National Guard”.

He noted that this is a job that cannot be delegated. In turn, he recalled that article 44 of the Constitution establishes that “personal freedom is inviolable, therefore, no person can be arrested or detained, except by virtue of a court order, unless caught infringing, in this case he will be brought before a judicial authority in a time not exceeding 48 hours, from the moment of arrest, he will be tried in freedom, except for the reasons determined by law and assessed by the judge in each case”.

For this reason, he stated that in this process “those who have to leave and those who are going to be tried in freedom following the trial will be released, those who have an active measure filed every 30 days every 15 days, that is determined by the judge on the spot. And you're going to see what we're going to find there, you're going to see what we're going to find there and we're going to feel the satisfaction that we're doing justice.”
