Sectorial Vice President Ricardo Menéndez updated guidelines for the 2027 Concrete Action Agenda

In the Amphitheatrical Room of the Venezuelan School of Planning Foundation (FEVP), the first working day was held linked to the updating of the ACA 7T project module and the first guidelines for the formulation of the Concrete Agenda for Action (ACA) 2027, as part of the formulation process for the next budget year.

During the activity, the sectoral vice-president of Planning, Ricardo Menéndez, assured that “the Nation's budget constitutes an expression of the sovereign exercise of the Venezuelan State to define the disposition of resources and guide the country's development.”

He stressed that the process is taking place in a national context characterized by multiple challenges, but on the premise that it is up to the Venezuelan State to define its priorities in a sovereign manner. The budget is the great policy of exercising the vision of the State over the entire national territory,” he said.

“In Venezuela there is a State, there is a Government, there is a profound vision of the development scheme, there is sovereignty over which resources are available,” he said.

The minister explained that the budgetary process will start from the Homeland Plan as the driving axis to define the projects and programmatic priorities corresponding to next year. “It is precisely on the basis of the Homeland Plan to generate the different projects, the programmatic emphases that we are going to have for next year,” he said.

This process will also incorporate the guidelines given by the President in charge of the Republic, Delcy Rodríguez, related to the adaptation of methods and forms of government.

Menéndez pointed out that one of the central aspects will be to articulate in a single system the public policies that arise from communities with the work of the different ministries and institutions of the State.

“One of the central issues has to do with how we are generating the synergy of the formulation that has been made in the ACAs.
