  • At the beginning of the second administration of Carlos Andrés Pérez, on July 17, 1989, a command of the General Sectorial Directorate of Intelligence and Prevention Services (DISIP), under the orders of Commissioner Henry López Sisco, shot down five unarmed social activists near Plaza Tiuna on Ave. Roosevelt in Caracas.
  • The victims were: Luis Alfonso Barroso Zamora, Néstor Luis Hurtado, the brothers Hernán José and José Ramón Cova, as well as Ángel César Camacho.
  • In the Plaza Tiuna Massacre, the national and regional press criminalized those killed, echoing the official false positive orchestrated by López Sisco and the then Minister of Internal Relations, the police officer Alejandro Izaguirre. Barely five months had elapsed since the social outbreak called “El Caracazo”.
  • After the El Caracazo Massacre, where more than 3,600 people lost their lives at the hands of state security forces, constitutional guarantees were re-established.
  • It was then that the leaders and social activists Luis Alfonso Barroso, Néstor Luis Hurtado, the brothers Hernán J. and José Ramón Cova and Ángel César Camacho decided to hold a meeting near Plaza Tiuna in the Los Rosales Urbanization.
  • The agents of the DISIP came to the place selected for the meeting, under the orders of López Sisco, and without contemplation or giving a loud voice, they were shot down.
  • Under the communication smokescreen, the newspapers printed headlines pointing to those killed as suspected bank robbers.
  • López Sisco, who was materially and intellectually responsible for several massacres that occurred between 1972-1998, is weighed down by the execution and disappearance of many political and student leaders. He was the author of several simulations of punishable acts to disguise his crimes by mounting false criminal and communication positives.
  • His thug record, under the orders of the governments of Carlos Andrés Pérez, Jaime Lusinchi and Luis Herrera Campins, took the lives of many innocent people in the butchers of Cantaura, Yumare, El Amparo and El Caracazo. He also participated in the assault on the diplomatic headquarters of the Cuban Embassy during the April 2002 coup d'etat.
