In the framework
of the commemoration of February 4, which marked a turning point in the contemporary history of Venezuela,
the superintendent of the
National Integrated Customs and Tax Administration Service (SENIAT), José David
Cabello, described that day as a sacred date because it represents the rebirth of hope for the Venezuelan people.
Cabello
accompanied the message with a video with Commander
Chávez's historic statements to the media on February 4, 1992: “Comrades, unfortunately, for now,
the objectives we set for ourselves have not been achieved in the capital city, that is, we here in the city of Caracas have not been able to control power, you did very well there, but
it is time to avoid further bloodshed, it is time to reflect
and
new situations will come and the country
must definitely move towards a better destination. Listen to my
word. Listen to Chávez, who sends you this message so that you,
please, reflect and lay down your arms, because we haven't been able to achieve the objectives
we have set for ourselves... before the country and before you, I assume the responsibility of this Bolivarian military movement.”
