AN approves bill to regulate housing leases in the first discussion

The National Assembly (AN) approved in the first discussion the Bill on the Special Regime for the Leasing of Properties Intended for Housing, a proposal that seeks to stimulate the rental market in the country after the impact of the double earthquake of June 24.


The instrument, composed of four chapters and 27 articles, was presented by the first vice-president of the AN, Pedro Infante, who pointed out that the standard creates a formal market with indexed economic incentives and guarantee mechanisms that facilitate the resolution of conflicts.


Infante stated that the central task of the project is to activate the supply of rental housing and explained that there are nearly 200,000 properties that can be incorporated into the market. The deputy indicated that the proposal strengthens legal certainty by simultaneously protecting the landlord's right to property and the tenant's conditions, in addition to incorporating alternative ways to resolve disputes through mediation and arbitration in order to reduce response times and alleviate the burden on the judicial system.


In operational matters, the project introduces prohibitions for renting in high-risk areas or in precarious structures in order to protect the integrity of citizens.
