AN approves the Reform of the Organic Hydrocarbons Law after extensive national consultation process

The National Assembly (AN) unanimously approved the Organic Law for the Reform of the Organic Law on Hydrocarbons, an instrument that updates the legal framework of the country's main productive sector and which aims to strengthen energy sovereignty, boost production and adapt regulations to the new realities of the oil industry.
The President of the Parliament, Jorge Rodríguez, stressed that this reform is the result of an “arduous, profound and national” process, which included more than 120 proposals collected in consultations carried out throughout the territory. He stressed that the debate in the Standing Committee on Energy and Petroleum made it possible to “reconcile a complex issue with the seriousness and depth that the country requires.”
Rodríguez said that the approval of this reform marks a legislative milestone. “It is sanctioned for history, for the future, for our daughters and our sons. This law is the result of collective effort and commitment to the prosperity of the Republic,” he said.
Rodríguez expressed his appreciation to all the sectors that participated in the drafting of the legal text. “I congratulate the Patria caucus for the strength with which it promotes these transformations; I congratulate the opposition group for the constructive nature of their proposals; I congratulate the oil workers who will carry out the most important elements of this reform; and I congratulate the people of Venezuela, because after suffering come the good things that we must build together and together, regardless of how we think,” he said.
The reform of the organic law on hydrocarbons introduces adjustments aimed at:
- Modernizing the regulatory framework to increase operational and productive efficiency.
- Strengthen State control and oversight mechanisms over natural resources.
- Establish clearer conditions for the participation of joint ventures and productive actors.
- Ensure that oil revenues translate into social welfare and national development.
- Adapt legislation to practices that have proven effective in the recovery of the industry.
The approved text will be sent to the National Executive for enactment, after which it will enter into force as part of the legislative agenda aimed at economic recovery and the consolidation of energy sovereignty.
“Only good things will come for Venezuela. This is another step towards the prosperity that we all deserve,” said Rodríguez.
