The Special Commission of the National Assembly responsible for the partial reform of the Law against Real Estate Fraud and the Law on the Special Regime for the Leasing of Real Estate Intended for Housing began yesterday the Public Consultation for the development of these legal instruments.
From the Auditorium of CANT V, in Caracas, the deputies heard the opinions of different sectors regarding the proposed amendments to both legal instruments.
The modifications are aimed at strengthening housing care options, both in the rental market and in the construction of new homes for the more than 17,000 families that were affected as a result of the two earthquakes that shook the country on June 24.
Deputy Pedro Infante said when presenting the project, which was unanimously approved in the first plenary discussion last Tuesday, that the new legal framework will provide indexed economic incentives, bank or insurance guarantees and ways to quickly resolve conflicts.
The parliamentarian, as reported by the newspaper Úlmas Noticias, explained that the proposal, consisting of 27 articles and four chapters, seeks to stimulate the rental market under a healthy legal balance.
Infante said that in economic and operational matters, the project introduces substantial changes, including the prohibition of renting in high-risk areas or precarious structures.
In this regard, he explained that the law contemplates the participation of the Venezuelan State as a facilitating entity that ensures fair access to housing, and directly empowers citizens with clear and simplified rules.
For its part, the draft partial reform of the Law against Real Estate Fraud contemplates resolving and guaranteeing better economic conditions for those affected by the double earthquake of last June 24 to access the real estate sector.
The initiative modifies critical aspects of the construction sector with the objective of boosting the economy and incorporating private capital in the construction of homes for families.
