The first vice-president of the United Socialist Party of Venezuela (PSUV), Diosdado Cabello Rondón, read a letter written by then-Ensign Hugo Chávez Frías, in Huamanga, Peru, on December 9, 1974, regarding the Battle of Ayacucho, led by General Antonio José de Sucre.

During his Con El Mazo Dando program, broadcast number 507, he highlighted that to date Commander Chávez was only 20 years old and was in Peru, where he participated in the 150 years of the aforementioned battle.

Cabello dedicated the reading to the third military promotion “Battle of Ayacucho”, present in space.

He reiterated the age of Commander Chávez, “first to think about those things and then to write them down. It's for history, only Hugo Chávez.”

Cabello, when reading the above-mentioned letter, said that “... the conversation revolved around the obligatory of the moment: the preparations for the battle, its political and military consequences for that historic moment in our continent... on the other hand, an ardent anti-Americanism emerges in spurts from the discourse of the young cadets of the military college of Panama, that of the Amphictyonic Congress, that of the interoceanic channel ...”.

At the end of reading the letter, he told the “Battle of Ayacucho “promotion, “be proud to bear the name: Battle of Ayacuco”.
