The Group of Friends in Defense of the Charter of the United
Nations (UN) expressed its condemnation and categorical rejection of the hostile actions
and threats of the United States (USA) against Venezuela and the Caribbean, a region
declared a Zone of Peace by the Community of Latin American and Caribbean States (CELAC).
“The Group of Friends in Defense of the Charter of the United
Nations reaffirms its unwavering solidarity with the People and Government of the Bolivarian
Republic of Venezuela, a founding member of our group, and
urges the government of the United States of America to de-escalate its actions and its rhetoric in the region of Latin America
and the Caribbean,” says a
statement released by Venezuelan Foreign Minister Yván Gil on his social networks.
Below is the full text of the document:
SPECIAL COMMUNIQUÉ ON THE ESCALATION OF HOSTILE ACTIONS AND
THREATS BY THE GOVERNMENT OF THE UNITED STATES OF AMERICA AGAINST THE
BOLIVARIAN REPUBLIC OF VENEZUELA AND THE PROCLAMATION OF LATIN AMERICA AND THE CARIBBEAN AS
A “ZONE OF PEACE”
1. The Group of Friends in Defense of the Charter of the
United Nations echoes the deep concern expressed by a large number
of Latin American and Caribbean States over the recent deployment of U.S.
military forces in that region, including
nuclear-capable assets, in a direct escalation of hostile actions and threats against the Bolivarian
Republic of Venezuela.
2. The Member States of the Group of Friends in Defense of the
Charter of the United Nations recall, in this context, the
Special Communiqué issued on August 16, 2025 and reiterate their condemnation and categorical
rejection of the threat of the use of force against the sovereignty,
territorial integrity and political independence of the Bolivarian Republic of Venezuela.
3. The Group of Friends in Defense of the Charter of the United
Nations expresses its firm support for all efforts aimed at asserting
the Proclamation of Latin America and the Caribbean as a Zone of Peace, while stressing that
this declaration, issued by the Community of
Latin American and Caribbean States (CELAC), in 2014, affirms the
sovereign right of their peoples to determine their own destinies, free of external interference, as well as their commitment
permanent resolution of disputes by
peaceful means, with the objective of eradicating forever the use or threat of the use of force in the
region.
4. The Member States of the Group of Friends in Defense of the
Charter of the United Nations recognize the efforts of the
Latin American and Caribbean region in the field of disarmament and non-proliferation, as
demonstrated by their historic determination to remain a
denuclearized region, since 1967, following the adoption of the Treaty of Tlatelolco, which
established the first Nuclear-Weapon-Free Zone in history in a densely populated region
populated in the world, and, in that context, they urge that this character be
respected, including through strict adherence to the provisions
of Protocols I and II of that historic and legally
binding instrument, to which the United States of America is a signatory.
5. The Group of Friends in Defense of the Charter of the United
Nations reaffirms its unwavering solidarity with the People and Government of the Bolivarian
Republic of Venezuela, a founding member of our group, and
urges the government of the United States of America to de-escalate its actions
and its rhetoric in the region of Latin America and the Caribbean, including against
Venezuela, and to scrupulously respect its obligations under the law
international.
