The president of the Bolivarian Republic of Venezuela, Nicolás Maduro, detailed the levels of operational readiness established for the defense of national sovereignty throughout the country.

“Here are the steps we have taken. The first of these was to call for enlistment and to enlist all militiamen, militiamen, reservists and citizens in general, as established by law and military doctrine, and that was done two weeks ago on Saturday and Sunday and last week on Friday and Saturday (...) And it was fulfilled in a wonderful way,” he said.

He added that at the present time “we are in step A, which is the activation of Community Combat Militias, which is what we are doing today, September 5, 2025. Step B is the call for enlisted citizens that is being carried out progressively starting today, step by step, in each communal militia unit that must activate its 15,751 to popular bases and comprehensive defense and consequently must summon all enlisted personnel in real times of enlistment because the process is still open”.

In this regard, he explained that “step C is the warning for the mobilization of territorial militias and fighting bodies by communal geographical region through the homeland system and the media; that will be next week working on the concepts of peace and sovereignty and zones of peace and sovereignty, through REDI, ZODI and the entire national territory.”
