The President of the Bolivarian Republic of Venezuela, Nicolás Maduro, called for the creation of a new Community of Latin American and Caribbean States (CELAC) where Puerto Rico is a new free, sovereign, independent State.
During the installation of the XXIII ALBA-TCP Summit, he urged regional leaders to make progress in strengthening the Community of Latin American and Caribbean States. He called on them so that “someday we can have the strength, capacity, will, and political independence to move from a powerful Community of Latin American and Caribbean States to a Confederation of Peoples, States and Governments of Latin America and the Caribbean.”
