From the Miraflores Palace, the President (E) of the Republic, Delcy Rodríguez, led the installation of the Commission for the Grand National Consultation on Criminal Justice Reform. During the meeting, the president of the National Assembly (AN), Jorge Rodríguez Gómez, presented a balance sheet on the Amnesty Law sanctioned and enacted on February 19, 2026 and stressed that, after the work of a monitoring commission, nearly 9,000 people have already received procedural benefits.
In this regard, the parliamentarian stressed that “this has been, if not the most, one of the most intensive amnesty laws approved on the entire planet”, due to its wide historical scope.
During his speech, the representative of the AN emphasized the urgency of transforming the criminal system to guarantee equity. “The criminalization of poverty has to end once and for all; the situation that if you don't have money and you face a court of the Republic, then you are in worse condition,” he said, denouncing the legal handicap of those who lack resources.
Rodríguez also valued the advances in local justice and the election of Justices of the Peace, although he urged a thorough review of the administration of ordinary justice. He expressed his confidence that the national consultation will capture citizen sentiment, stating that “this call of the Venezuelan people for us to arrive at a just justice system will have its expression in the conclusions of this consultation.”
The president of the AN ratified the parliament's commitment to facilitate national understanding through new legal instruments. He concluded by making the institution available to any action that would make it possible to generate “fabrics that allow dialogue in Venezuela that allow all of Venezuela to talk”, reaffirming the role of the legislature in the country's stability.
