The Ministry of Popular Power for Communes and Social Movements, initiated the Second Phase of the Plan for the Adaptation and Renewal of Communal Councils and Communes, in order to form and register 436 new Communes, throughout the national territory, for the strengthening of participatory democracy.

The information was provided by the aforementioned Ministry, through a press release published on its website, in which it states that “each new Commune emerges from a planned and participatory process that guarantees its legitimacy and proper functioning”.

The first step in this new phase is the formation of the Promoting Commission elected in the Assembly of Citizens and Citizens of each territory, which will have the task of leading the initial process, generating the proposal for a demographic census based on the Community Councils, delimiting the geographical scope of the future Commune and convening community assemblies involving all families in the sector.

Subsequently, the Promoting Commission will prepare the Founding Charter, a document that is constituted as the Magna Carta of the Commune, which establishes the principles, objectives and structure of government that will guide the community, and which must be consulted and approved through a popular referendum, ensuring that the will of the people is reflected in every decision.

“With the approved Founding Charter, the Community Electoral Commission is established, which will be responsible for organizing, directing and supervising the installation processes of instances of self-government, ensuring transparency and order in the transition to the new Community structure, and ensuring that spokespersons and spokespersons are elected in a legitimate and participatory manner,” details the press release.

As a final step, the instances of self-government, the working committees, the Parliament of the Commune, the Communal Bank, as well as the different Councils, including: the Executive, the Comptroller's Office, the Justice and the Community Peace Council, are specified.

These areas will allow spokespersons to assume responsibility for planning, managing and executing community projects and resources, always meeting the real needs of their territory.
