Minister Sanjuán: A total of 237,754 high school graduates entered various universities through the SIN

This Thursday, September 10, the Minister of Popular Power for University Education, Ana María Sanjuán, presented an overview of the National Admission System (SNI) process.

During the meeting, this ministerial body reported on its website that a total of 237,754 high school graduates were admitted to various universities and new strategic actions were announced.

Sanjuán ratified the State's commitment to accompany young people through proposals that will soon be detailed by Deputy Minister Genesis Garvett and contextualized the complexity of admission systems at the global level through comparisons with international models of educational selection.

The institutional analysis was based on the current legal framework, referring to articles 20 and 26 of the Universities Act. These regulations empower the National Council of Universities and university councils to define the country's vocational training goals.

It also reviewed the history of expansion of higher education and the institutional efforts to overcome the old committees of “Bachilleres Sin Cupo”, stating that the process corresponding to this period closed with 397,556 registered applicants in the face of an initial offer of 363,971 places available.

He also explained that as a result of the applications, 237,754 high school graduates were formally assigned and 71,557 obtained certificates aimed at private options and specialized institutes. There are 139,199 students left to be assigned, a figure that rises to 144,000 applicants if we add to those who did not enter the previous cycles.

The assignment prioritized academic merit using a multilevel algorithm that guaranteed direct admission to 432 students with a perfect average of 20 points. The scale also benefited significant averages from public and private schools, including quotas for communes, ethnic groups and people with disabilities.

Among the houses of study that absorbed the largest volume of allocations, the National Experimental University of the National Armed Forces (UNEFA) and the Rómulo Gallegos stand out. The institutional list included the University of Health Sciences “Hugo Chávez Frías”, the UNELLEZ and the University of Zulia.

The areas of knowledge with the highest national demand were led by Administration, Public Accounting, Medicine, Informatics and Integrative Community Medicine.

The authorities addressed the gap between the aspirations of the applicants and the real availability offered by the various national academic institutions.

The authorities denied versions of the allocation of places without performance criteria, detailing that more than 190,000 places corresponded to excellent averages. However, the technical report made it possible to identify technological saturation and the involuntary exclusion of applicants with outstanding academic indices.

According to some reports, it was detected that 1,297 students with grades of 19 to 19.9 points and 6,425 young people with grades of 18 to 18.99 were left out. As an immediate response, the minister announced that the opening of a new call for the system will be evaluated within six months.

The Ministry presented a road map with concrete solutions that includes an urge to universities to guarantee the admission of lagging high school graduates. The strategy contemplates the allocation of land after the University Hospital of Caracas to build the new headquarters of the schools of the Central University of Venezuela (UCV).

In addition, a joint plan will be implemented to level out the lagging cohorts of 2020 and 2021 in the medical career and to harmonize their curricula. The agreement with the Ministry of Education will make it possible to automate the loading of fifth-year grades and train vocational counselors from the beginning of secondary school.

At the close of this balance sheet, Sanjuán made an open call to build a national agreement that would result in a new Law on Universities. This proposal will be discussed in the National Council of Universities and submitted to the National Assembly to adapt the entire system to the current technological era.

In labor matters, the incorporation of teachers hired for the benefit of the academic bonus and the inclusion of conventional-time teachers were announced.

During her speech, the head of the office was accompanied by Deputy Minister Genesis Garvett, Deputy Minister Socorro Hernández and the Deputy Director of the Office of University Sector Planning (OPSU), Ricardo Ríos .
