MNOAL supports CELAC in the face of rejection of U.S. military deployment in the Caribbean

The Coordinating Bureau of the Movement of Non-Aligned Countries (MNOAL) supports the position of the member States of the Community of Latin American and Caribbean States (CELAC) regarding the rejection of the deployment of U.S. military personnel in the Caribbean.

The Communiqué also calls for respect for the 1967 Treaty of Tlatelolco and the preservation of Latin America and the Caribbean as a Zone of Peace.

MNOAL reaffirms the principles of sovereignty, territorial integrity, non-interference and peaceful resolution of disputes, while condemning the use of force as an instrument of foreign policy.

Below is the full statement:

1. The Coordinating Bureau of the Movement of Non-Aligned Countries (MNOAL) echoes the deep concern expressed publicly in recent days by a large number of Latin American and Caribbean States regarding the recent deployment of extraregional military forces in that region, including assets with nuclear capacity.

2. The Coordinating Bureau of the Non-Aligned Movement (MNOAL) expresses its firm support for all efforts aimed both at preserving the Latin American and Caribbean region as a Nuclear-Weapon-Free Zone, under the Treaty of Tlatelolco (1967), and at maintaining its proclamation as a Zone of Peace, as established by the Community of Latin American and Caribbean States (CELAC), in 2014, through a declaration in which, among other things, it affirmed the sovereign right of the peoples of that region to determine their own destiny, free from external interference, as well as its permanent commitment to resolving disputes by peaceful means, with the objective of eradicating forever the use or threat of use of force in the region.

3. The Coordinating Bureau of the Non-Aligned Movement (MNOAL) reaffirms its firm determination to defend the principles of sovereignty and sovereign equality of States, territorial integrity, non-interference in the internal or external affairs of States, peaceful resolution of disputes and abstention from the threat or use of force against the political independence of any State, and therefore warns against recourse to aggressive rhetoric, hostile actions and military threats as instruments of foreign policy, in particularly in a region committed to diplomacy, peace and its denuclearized status.
