- Double standards in the administration of justice and Christian democratic double standards were the characteristic features of the so-called “Pacification” policies of the Caldera Government (1969-1974).
- On the occasion of the kidnapping of the Tin King, industrialist Carlos Domínguez, seven young people were victims of persecution, torture and annihilation carried out by metropolitan or DISIP agents, led by the international terrorist agent Posada Carriles.
- Mervin Marín Sánchez, José Rafael Bottini Marín and Ramón Antonio Álvarez were murdered in Caracas, the last two in the El Paraíso Massacre (2-6-72). They were previously tortured and then shot down in front of the house of industrialist Domínguez, on Páez Avenue in that residential area.
- A day later, on June 3, 1972**, Francisco Edmundo Hernández Cruz, Luis Eduardo Cols González, José Elio Sánchez Romero and Francisco Acosta García**, were massacred in an operation of more than 300 police officers and the DISIP Hunters Command, with the support of armed helicopters in the “Massacre de La Victoria”.
- After a long agony**, ** the 4th year medical student at the UCV, Mervin Marín Sánchez, died as a result of a tear gas bomb that exploded in his face, which was thrown by Metropolitan Police officers during a student demonstration in Caracas. The funeral was attended by thousands of people who marched from the headquarters of the UCV to the General Cemetery of the South singing the National Anthem and the university anthem.
- A few months later, on February 22, 1973, a group of young people who were meeting in the parking lot of the Caracas Country Club, to experiment with the consumption and trafficking of drugs, belonging to the great surnames of the Caracas upper bourgeoisie, kidnapped and killed the 13-year-old boy Carlos Vicente Vegas Pérez. In less than a year, all those involved were released, including a nephew of the first lady of the republic, Alfredo Parilli Pietri, accused as the intellectual and material co-author of the disastrous event.
- The kidnapping of billionaire Carlos Domínguez had a happy ending for the plagiarist, as he returned home alive. But it was paid with the blood of seven innocent victims who had nothing to do with plagiarism, as the evidence shows, since they were previously convicted by Posada Carriles.
- On the contrary, the kidnapping and murder of the boy Vegas Pérez not only ended his life, but it shocked all of Venezuela because of the coldness with which they collected the ransom despite the fact that they had already killed the boy. It caused greater amazement and indignation as the judge in the case, Francisco Cumare Navas, under pressure from powerful economic and political groups, exonerated those involved one by one from the direct and indirect responsibility they had in the infanticide, ignoring all the evidence provided by the technical and police investigation bodies (4 crimes, 4 powers, author: Fermín Mármol León).
- This is how justice was administered, accompanied by major press headlines, at the most “stellar”, critical and shameful moments of the Fourth Republic.
