THE PUNTO FIJO PACT

  • Thus, the official news agency of Democratic Action (AD) announced the ratification of the New York Pact, this time signed at the Quinta Punto Fijo, owned by Rafael Caldera, in the Las Delicias residential area of Sabana Grande, Caracas.
  • Actually, the pact was initially coordinated by Nelson Rockefeller and endorsed in New York by Rómulo Betancourt, Jóvito Villalba and Rafael Caldera, at the end of September 1957, shortly before the fall of General Marcos Pérez Jiménez.
  • In addition to Betancourt and Rockefeller, three characters were involved in its elaboration, who provided the conditions for placing as a starting point the coup d'etat of January 23, 1958.
  • These were: the Italian mobster Serafino Romualdi, a renegade former communist and leader of the trade union organization American Federation of Labor, very close to Betancourt; Allan Dulles, Head of the United States State Department; and Maurice Bergbaum, Head of Latin American Affairs.
  • The meetings were held at the Waldorf Astoria Hotel, where the three of them agreed to secure an agreement to safeguard the interests and aspirations of the US State Department, highlighting their expectations of dominance over our oil and the predominance of US imports in Venezuela.
  • This is how Villalba, Caldera and Betancourt agreed to sign the New York Pact, which would later be sealed in Caracas, on October 31, 1958 under the name of the Fixed Point Pact.
  • This pact was an interventionist, police, sectarian and exclusionary political act. Democracy was hijacked by parties. Once every five years, the People were consulted for general elections. The channels of consultation and popular participation were blocked and left out of it.
  • The biggest absentees on the occasion of endorsing this act of betrayal of the People were: Gustavo Machado, of the PCV and Fabricio Ojeda, Head of the Patriotic Junta in hiding. For this reason, the document was, between the lines, a decree of persecution against leaders of the PCV, as well as those dissidents within AD and URD.
  • In this way, Betancourt and his private secretary, bachelor Carlos Andrés Pérez, officially assumed the role of key CIA agents to carry out the McCarthyite and anti-communist hunting plan, within the framework of the Cold War.
