In the first 100 hours of the Amnesty Law's validity, 4,203 requests for access to the benefit have so far been received, said Jorge Arreaza, president of the Special Committee of the National Assembly (AN).
In this regard, he indicated that as of this Tuesday morning, 3,052 full liberties have been granted to people who were subject to precautionary measures, house arrest, among others
Arreaza specified that 179 people deprived of their liberty also obtained total freedom during that period. “This is good news, with an extraordinary pace. I want to congratulate the Citizens' Power, through the Public Ministry; the Judiciary, through our courts; and of course the Supreme Court of Justice, because we are moving forward with remarkable efficiency,” he said.
The President of the Commission explained that yesterday the steps governing the process were announced. The person who believes that their case meets the requirements of the law must submit the request to the court that is dealing with their case. Each court has a document distribution and reception unit, where the request is formalized through its defense or, as has happened in several cases, through the Public Ministry.
He explained that the judge examines the process, verifies the facts and confirms that these are not crimes excluded by law, such as voluntary homicide, genocide, human rights violations, drug trafficking or actions that promoted foreign military interventions. Subsequently, the court declares the appropriateness or inappropriateness of the request. Arreaza recalled that there is an appeal and that, in exceptional cases, the victim can express their opposition when it comes to excluded events, such as those that occurred in 2014 or 2017.
The spokesperson reiterated that the deadline established by law is 15 days from the request submitted to the competent court. “If we already have more than 4 thousand 200 requests and more than 3 thousand liberties granted, we are going at a good pace. We are confident that the vast majority of people deprived of their liberty who qualify for amnesty will benefit within the time frame,” he said.
