Commander Chávez: I take the lead in the effort for dialogue

On November 3, 2002, the Leader of the Bolivarian Revolution, Hugo Chávez Frías, reaffirmed his willingness to dialogue to lead a process of national understanding.
It also clarified to sectors of the opposition that were demanding elections that the proposal to advance them was not feasible, because the Constitution establishes specific deadlines for electoral processes. In addition, it indicated that any modification would involve a formal procedure that includes legislative approval and a popular referendum.
At the same time, he rejected any attempt to impose decisions by force or through threats, warning that “this cannot be imposed at gunpoint”, and reiterated his call for dialogue with international support, assuring that the Government does not refuse popular consultations as long as they adhere to the Constitution.
