The deputy to the National Assembly (AN), Jorge Arreaza, president of the Special Committee responsible for the Report for the second discussion of the Amnesty Bill for Democratic Coexistence, reported that the consultation process brought together 2,700 written contributions and the participation of more than 25,000 citizens in 2,266 communes, through meetings organized by justices of the peace throughout the country.

During his speech at the regular session, Arreaza thanked the institutional and civic commitment that accompanied the commission's six days of work.

The parliamentarian stressed that the legislative proposal responds to the political moment in the country. “We confirm the coherence and meaning of the political moment of the president in charge Delcy Rodríguez in proposing it, and not only as a general amnesty law, which it is, but with a surname: amnesty for democratic coexistence.”

Arreaza explained that, since the creation of the commission, on February 6, meetings have been held with the organs of the justice administration system, non-governmental organizations linked to human rights, justices of the peace, regional legislators, municipal councilors and organized communities. “We listened to every proposal, every suggestion, every contribution, and we also incorporated a good part of what was proposed,” he said.

He recalled that a national campaign began on Monday that allowed the organization of assemblies in all 25 states of the country. “Even in Guiana Essequiba there were meetings to discuss, debate and make contributions to this bill,” he said.

The deputy also reported that the commission held meetings with families of people deprived of their liberty and with victims of political violence in 2013, 2014 and 2017. “The meeting lasted no more and no less than six consecutive hours without a break; we heard almost 100 interventions,” he said. He added that victims' testimonies, such as that of Mrs. Inés Esparragoza, were incorporated into the analysis of the article.

Arreaza thanked all the members of the commission for their joint work. “I want to thank all the members of this commission, regardless of party, for their commitment... there was debate, a good debate... but we always seek consensus and agreement for the Venezuelan people,” he said.
