The Mayor's Office of the Rómulo Gallegos municipality,
in the state of Apure, issued Official Gazette No. 825 with a set of
regulations that will govern the traditional Elorza Festivities, scheduled from March 13 to
19, with the objective of ensuring that the celebration takes place in a civic
manner, with respect for the llanera culture and under strict compliance with public order.
According to information from Venezolana de
Televisión, the regulations prohibit acts that violate “morals and
good morals”, the reproduction of musical genres or shows that
promote violence or are alien to traditional folklore, and the permanence
of vehicles with high-powered sound equipment to avoid sound pollution.
It also prohibits the use of carnival
foams, sprays and colored powders. In addition, the decree also
establishes a temporary liquor tax and provides for frequent inspections of
businesses in the area to ensure compliance with regulations during the holidays.
As for sanctions for those who
violate these rules, the decree establishes fines that range from 50 to 200
times the highest exchange rate of the Central Bank of Venezuela (BCV). And if a
violation goes viral and affects the prestige of the holiday, the cost of
the fine will automatically double.
With these measures, the authorities seek
to avoid disturbances of public order and preserve tradition,
cultural identity and peaceful coexistence during one of the most
important festive events in the Llanera region.
