The National Institute of Land Transport (INTT), in exercise of the powers conferred by the Land Transport Act, specifically in its Article 23, numbers 6 and 16; as well as in Articles 97 and 128, establishes the mandatory Registration of Freight Transport Operators (ROTC) for all units of this type, intended for mobility in the national territory.

This certification is issued with the objective of organizing and regulating cargo transport operators. Regardless of whether the unit provides this service or not, it must have this permission to be able to travel, as well as at the time of the inspection, he said in the Ministry of People's Power for Internal Relations, Justice and Peace (MPPRIJP), on its website.

The units that must have the ROTC, according to their type, are: Light cargo vehicles: Pickup-type models and closed panel trucks; Heavy traction vehicles: Trucks of various capacities and shot-type tractors; and Towing equipment and accessories: Trailers and semi-trailers.

In accordance with Article 3 of the Partial Reform of Administrative Order No. 581-2013 of the Official Gazette No. 40,410, for the issuance or renewal of the individual circulation certificate for these units, the owner must submit to the INTT the technical review of the vehicle, backed by the Cargo Transportation Area of the General Management of Land Transportation.

Registration and prior technical review are essential processes for those who operate in the field of land cargo transportation.

The INTT guarantees, through this certification, that every vehicle that circulates with supplies on national roads complies with safety conditions and the current legal framework.
