Regarding the second National Popular Consultation on October 18, the sectoral vice-president of Planning, Ricardo Menéndez, asserted that the proposals approved in more than five thousand 418 communal circuits will be directly linked to the National Budget through the Seven Transformations (7T) scheme.

During his participation in the course “Building Direct Democracy in Venezuela”, Menéndez highlighted the recent appropriation to the National Assembly of three key instruments: the Budget Law, the Special Indebtedness Act and the Annual Operating Plan.

He explained that these instruments guarantee “an absolutely clear common thread from the Concrete Agendas of Action (ACA) formulated by each commune to the nation's budget.”

He also explained that the articulation of this public policy has an integrated design that covers the entire national territory.

“The platform where the nation's budget is formulated is the same platform where the projects of each of the communes are formulated, where they fill their critical knots. In other words, next Sunday's consultation is part of the comprehensive political exercise as a State where all the nation's resources are allocated to a democratic mission,” he said.

In this regard, Menéndez described the day of October 18 as a transcendental event of direct democracy, stressing that “citizens not only choose specific community projects, but they also vote for “a way of governing and exercising public service in Venezuela” in permanent coordination with the People's Power.
