Ministry of Communes began a new phase of the electoral schedule on the way to the National Popular Consultation

This Monday, June 15, the Ministry of Popular Power for the Communes, began the training process throughout the national territory aimed at Bureau Members and Presidents of Electoral Commissions (PCE), who will be responsible for accompanying the development of the second National Popular Consultation of 2026, scheduled for July 12.‎‎

On its official website, the aforementioned Ministry highlights that the purpose is to continue strengthening Participatory and Protagonist Democracy promoted by the Bolivarian Government.

It points out that this new organizational phase takes place after the country's Communes successfully completed the Citizens' and Citizens' Assemblies for the nomination and prioritization of community projects, a democratic exercise through which the seven proposals that will participate in the election day were selected, all of them framed in the Seven Transformations (7T) of the Homeland Plan and aimed at meeting the most felt needs of each territory.‎‎

It also specifies that the training, which will run from June 15 to July 10, will consolidate the organizational capacities of the communal electoral structures responsible for ensuring the proper functioning of voting centers, popular participation and the transparency of the consultative process in the country's 5,418 communes.

He affirms that the training process is carried out through the eCap Consulta technological platform, designed to strengthen the organizational and technical capacities of the People's Power.‎‎

In that sense, he explains that the first step is to enter the official portal https://ecapconsulta.cns.org.ve:9443/. Once on the page, participants must select the “Register user account” option, located on the main screen of the system.‎‎

Then, the platform will ask you to select the nationality and enter the identity card number. After entering this data, the search button identified with a magnifying glass must be pressed, which will allow the system to display the registered personal information of each participant.‎‎

On the next screen, users must carefully verify their personal data and fill in two mandatory fields: an active email address and date of birth. It is essential that the email is valid and frequently used, since through this route the system will send a validation code necessary to continue the registration process.

‎‎Luego to complete the information, you must press the “Confirm data” button. The system will automatically send a code to the email provided, which must be entered in the “Verify code” option to successfully activate the user account.

Once this stage is over, participants can return to the home screen and log back in to the system using their ID number and the password created during registration.

When accessing the main menu, they must select the “Training” button, where they will find the training modules, study materials and technical content required for their certification as Bureau Members or Chairs of the Electoral Commission.‎‎

This training day constitutes a fundamental step to ensure that the will expressed by the people organized during the Community Assemblies is materialized in a new democratic experience led directly by the communities, reaffirming the role of the Communes as a fundamental instance of Popular Power and of the process of building the Communal State.
