In order to establish work agendas, this Tuesday, a meeting was held between officials of the Ministry of People's Power for Ecosocialism and spokespersons of the Karicuao Karibe Industrial Ecological Park, together with other community recycling organizations, at the headquarters of this institution.

In this regard, Minister Freddy Ñáñez described the essential aspects for the operation of the model with which Karicuao Karibe is governed, which is considered an example to be applied in other parts of the country.

“When a community realizes that it solves a problem such as garbage, it realizes that, if it works cooperatively and collectively, it can achieve whatever it wants. This is an environmental change because it can be scientifically measured that a commune has reduced the emission of methane and CO2, which means an interesting aspect for the Ministry,” he said.

He said that we must assume the economic dimension of recycling and the problems that hinder its operation, which are easy to resolve, such as the Register of Activities Capable of Degrading the Environment (Racda) and trail permits.

“This is the best time to provide an answer to the structural problem of garbage, as well as to build hope for cultural, ethical and environmental transformation, from the territories,” said Ñáñez.

The minister also commented that there will be a review of the alliances of community organizations and the institution he presides over. He indicated that he accepted the suggestion of setting up an expanded working table with other State institutions and recycling organizations, as well as, with regard to machinery, a specific topic of Karicuao Karibe.

Regarding the ordinances, he explained that these and the legislations must be changed, for which “we have to prepare to provide, in a revolutionary and avant-garde way, the elements that constitute the law that will be discussed in the National Assembly on solid waste.”

He added that the law must open the doors for communities to appropriate the solution and generate resources, in order for the activity to be profitable.

During the meeting, attendees from community organizations presented the current situation in the area, the operational difficulties and the status of the permits they face in order to comply with recycling processes and the development of the circular economy.

Johan De Sousa, chief spokesperson for the Karicuao Karibe Industrial Ecological Park, said that in addition to a meeting with several State institutions, a review of administrative procedures is needed to simplify them.

“The issue of declaring garbage as strategic material for the development of a new communal economy is fundamental. If we do not achieve the declaration, we will be condemned to the same historical practice that has been had with respect to garbage. It's just that the commune owns the waste, it's that the commune is responsible for what's going to happen with the waste,” said De Sousa.
