The Bolivarian Government created a permanent commission that will be responsible for the selection of contractors in the national electricity sector, with the purpose of recovering this production sector by attracting private and foreign investment.

A decree signed by the Minister of People's Power for Electric Energy, Rolando Alcalá, and published in the Official Gazette 43,385, establishes the formation of the group.

The technical body was constituted “on a permanent basis to carry out procedures for the selection of contractors for the execution of works, acquisition of goods or provision of services” in the sector.

The Procurement Committee will be composed of three main members who will represent the legal, technical and economic-financial areas. These responsibilities will fall on Carmen Velásquez, Jesús Delgado and Luis Echeverría, respectively, who will have their respective alternates in each area of work.

The administrative body, whose secretary will be Amanda Calderón Singer, will have the power to “incorporate technical advisors according to the complexity of the contract”. This inclusion will be implemented to optimize the evaluation of the proposals submitted by interested companies.

The decree establishes that the Office of the Comptroller General of the Republic and the Internal Audit Unit of the said Ministry may appoint observers in the selection procedures. The legal text details that officials assigned to these supervisory tasks will have the right to voice, but not to vote.

In addition, the official document stipulates strict confidentiality regulations for those responsible for evaluating infrastructure projects. The members of the commission and the people involved “must keep due reserve of the documentation submitted, as well as of the reports, opinions and deliberations that are carried out,” the text adds.
