Permanent Commission of Venezuela to the UN denounces hostilities by the United States (+statement)

The Permanent Mission of the Bolivarian Republic of Venezuela to the United Nations addressed representatives of the member and observer States of the United Nations (UN) this Tuesday in order to publicize the hostile and continuous actions of the United States government against Venezuela
On this occasion, the Venezuelan mission requested in a statement “to follow up on the content of its Note Verbal No. 00506, dated August 25, 2025, concerning a series of hostile actions and the continuous threats of the Government of the United States of America against the Bolivarian Republic of Venezuela”.

The Permanent Mission of the Bolivarian Republic of Venezuela to the United Nations presents its compliments to the honorable Permanent Missions of Member States and to the Permanent Observer Missions to the United Nations, on the occasion of following up on the contents of their Note Verbal No. 00506, dated August 25, 2025, concerning a series of hostile actions and the continuous threats of the Government of the United States of America against the Bolivarian Republic of Venezuela.
In this regard, the Permanent Mission of the Bolivarian Republic of Venezuela to the United Nations is obliged to report this way on the escalation of hostile actions and threats from the Government of the United States of America, which now include the deployment of additional warships to the Caribbean, including the USS Lake Erie, a missile cruiser, and the USS Newport News, a rapid attack nuclear submarine, scheduled to arrive on the Venezuelan coast early next week, as confirmed by various sources international.
In this context, the Permanent Mission of the Bolivarian Republic of Venezuela to the United Nations condemns this deployment with the greatest firmness, insofar as it constitutes a serious threat to regional peace and security. The presence of a nuclear submarine, of an offensive nature, in the region of Latin America and the Caribbean contradicts the historic commitment of our nations and peoples to disarmament and to the peaceful resolution of disputes, and represents a clear act of intimidation, contrary to the letter and spirit of the Charter of the United Nations, which, in its Article 2, paragraph 4, obliges all States to refrain from the threat or use of force against the territorial integrity or political independence of any State.
In addition, the Permanent Mission of the Bolivarian Republic of Venezuela to the United Nations recalls that Latin America and the Caribbean have been declared a Nuclear-Weapon-Free Zone by the Treaty of Tlatelolco (1967), whose Protocol II was ratified by the United States of America in 1971, thus committing itself to fully respect the denuclearized nature of the region and not to use or threaten to use nuclear weapons against States parties to that treaty. The entry of a nuclear submarine into the region, without transparency about its cargo or rules of use, violates the object and purpose of that legally binding instrument and erodes collective confidence in the validity of the regional denuclearization regime.
In the same way, the Permanent Mission of the Bolivarian Republic of Venezuela to the United Nations also recalls the Proclamation of Latin America and the Caribbean as a Zone of Peace, adopted by the Community of Latin American and Caribbean States (CELAC), in 2014, and recognized at the United Nations, which reaffirms, among others, the regional commitment to avoid the threat or use of force. Hence, the introduction... of a nuclear submarine blatantly contradicts such principles.
The Permanent Mission of the Bolivarian Republic of Venezuela to the United Nations reiterates the unwavering commitment of the Bolivarian Republic of Venezuela, as a responsible member of the international community and in strict adherence to its obligations as a State party to the Nuclear Non-Proliferation Treaty (NPT), the Treaty on the Prohibition of Nuclear Weapons (TPAN) and the Treaty of Tlatelolco, to the achievement of a world free of nuclear weapons and to the strengthening of international disarmament and non-disarmament regimes proliferation.
In the light of all of the above, the Permanent Mission of the Bolivarian Republic of Venezuela to the United Nations makes the following appeal, in the interest of preserving regional peace, security and stability:
1. It demands the immediate cessation of U.S. military deployment in the Caribbean, including the nuclear submarine USS Newport News.
2. It demands clear and verifiable guarantees from the United States of America that it will not deploy or threaten to use nuclear weapons in the Latin American and Caribbean region.
3. Urges the Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean (OPANAL) to convene urgent consultations to examine this series of hostile actions and threats.
4. Calls on all Member States of the United Nations to support respect for the denuclearized nature of Latin America and the Caribbean and to defend the region's CELAC Proclamation as a “Zone of Peace”.
The Permanent Mission of the Bolivarian Republic of Venezuela to the United Nations provides an opportunity to renew to the honorable Permanent Missions of Member States and to the Permanent Observer Missions to the United Nations the assurances of their highest esteem and consideration.
