The President of the Bolivarian Republic of Venezuela, Nicolás Maduro Moros, proposed at the VIII Summit of the Community of Latin American and Caribbean States (CELAC) the creation of a presidential secretariat with a high level of consultation and permanent decision.
“It's about devising a methodology for consultation and decision in real time that does not wait for the development of summits alone, but that keeps us interconnected and communicated on all issues in the region and the world,” he said.
The Venezuelan Head of State added that “the proposal includes carrying out an agenda of varied issues. I would like CELAC to have that structure of the European Union that holds biannual meetings of Heads of State and Government and without haste, but focused and they take their time - they are able to take two or three days to analyze issues and documents- (...) It has to be a central agenda of institutional, political and operational strengthening with capacity for action on the major issues that burden us, such as climate change, peace in the region, economic development, intraregional trade (...)”.
President Maduro cited as an example the treatment given to the COVID-19 pandemic. “How would we have responded if we had a powerful and well-organized CELAC, together, the pandemic and everything it involved for our region? That's why I'm making this proposal.”
