President Rodríguez: The country must know the benefits of the Hydrocarbons Act in its business models

The President of the Republic, Delcy Rodríguez, stressed that the Venezuelan people must know “first-hand what are the benefits of the Hydrocarbons Law in their business models.”

This was stated during his speech at the closing of the Energy, Oil and Gas Conference 2026, in which he said that “I want to highlight for all Venezuelans and also for the Oil Chamber, Article 19".

In this context, he mentioned some of the business models contemplated by this law, such as joint ventures, contracts for the productive participation of hydrocarbons, technical and financial alliances, investors have absolute legal security in the country, among others.

In this regard, the national president, when reading the legal instrument, pointed out that the Venezuelan State, the entities and companies to which this law refers “must incorporate into their contracting processes the participation of companies with national capital under conditions such as to ensure the optimal, effective use of goods, services, human resources and capital of Venezuelan origin.”

The national president congratulated the organizers of the Energy, Oil and Gas Conference 2026, since “you are not going to allow much progress in something contemplated by the new Hydrocarbons Law”.
