The presidential spokesman of the Russian Federation, Dmitri Peskov, stated on June 2 that Moscow maintains its preference for achieving the objectives of the military operation through peace negotiations. However, he stressed that war actions will continue if the Kiev authorities continue to delay the process and refuse to take serious decisions for a definitive solution to the conflict.
The Russian proposal to cease hostilities requires that Ukraine completely withdraw its troops from the Donetsk and Lugansk regions, as well as from the provinces of Zaporiyia and Kherson. In addition, Moscow demands the official recognition of these territories, together with Crimea and Sevastopol, as integral subjects of the Russian Federation.
Among the conditions established by the Kremlin to advance the dialogue, there is a commitment to guarantee the neutrality and non-alignment of Ukraine. In addition, Russia demands the denuclearization, demilitarization and denazification of all Ukrainian territory, maintaining a willingness to dialogue despite the fact that negotiations are currently on hold.
On the other hand, Peskov warned that any terrorist act deliberately committed against civilians and children would radically change the paradigm of the conflict. The spokesman specifically denounced a recent attack by Ukrainian forces against a school and a student residence in Starobelsk, Lugansk region, where 86 young people were staying despite not being a military installation.
The Russian official insisted that the Ukrainian government was fully aware of the civil nature of the buildings attacked in Starobelsk. With these statements, the Kremlin reaffirms its position on the necessary conditions for any possible cessation of military operations, while the situation on the front lines and in the negotiating spaces remains at a critical point.
